Mr. Durov launched Telegram in late 2013 with his brother, Nikolai, just months before he was pushed out of VK, the Russian social-media platform he founded. Mr. Durov pitched his new app—funded with the proceeds from the VK sale—less as a business than as a way for people to send messages while avoiding government surveillance and censorship.
For some time, Mr. Durov and a few dozen staffers had no fixed headquarters, but rather traveled the world, setting up shop in one city after another, he told the Journal in 2016.
